「水」と「茶」くらいしか取り柄のない小さな町は、一大産業である茶園側と、
茶園による水質汚染を主張する“そうでない側”とに分かれて対立を増している。
父親が“そうでない側”の先頭に立つ水野と、茶園のひとり娘で同級生から酷い虐めに遭う茶山。
声をかけあうことすら許されないふたりは、人知れず逢瀬を重ねている……。
